Presenting a strategic policy - platform and marketing operations five (5), point plan (campaign objective proposal) of new programs and policies to address the issues of the New Majority of Minority Groups in Philadelphia County. The policy-platform features support for the United Block Captains' Association (UBCA) - Community Trust (for family life improvement), Inc., as a vehicle to market the Republican Party's support of programs for economic and social justice as good news to the New Majority. The marketing process is an initiative of The Philadelphia New Majority Council® creating neighborhood governments as a part of the "Get Out The Vote" process in support of candidates running for public and party offices.

Goals:

  1. Bring into the Philadelphia community: a network of Neighborhood Town Meeting Forum Sites where Grassroot Republicans or Democrats, Black, White, Brown, Yellow or Red can meet to talk about their issues. Where in these times the Peoples Issues include disposition and management of Citizen Owned Infrastructure Common Assets and improvement of the peoples health, public education, employment, public/private finance, housing and business ownership opportunities, with social, environmental, and economic justice for family members who are in prison-to-work, homeless-to-home-to-work, hospital-to-home-to-work welfare-to-work, military-to-work, and school-to-work type situations! The City of Philadelphia Citizen Owned Infrastructure Common Assets include: our health care institutions; our public schools; our public transportation system; our water works and our gas works;
  2. Build the Republican Party and sustain membership through: voter loyalty, voter participation and increased voter registration;
  3. Bring into the Philadelphia community: Republican traditions through a continuous grassroots development education and party cultivation program; providing a new political home with economic opportunities and party pep rallies for the New Majority that augments local expansion of the industrial base and increasing competition; party support and guidance for the identification of competent candidates for public and party offices, thus reviving the multiple party system in our community. and
  4. Bring into the Philadelphia community: A political action group that addresses the needs of all the People of Philadelphia that is fifty percent Republican and fifty percent Democrat.

Objectives:

¬ To establish a neighborhood organizational policy (community direction) that affords community residents of the target work areas access to a 'literacy skill set development by-doing' that includes: spiritual literacy; health literacy; financial literacy; technology literacy; basic skills literacy; and political - civic, social - legal literacy;

¬ To establish community-based alliance partnerships with community-based not-for-profit and for-profit organizations in conjunction with public agencies and quasi-public-private affiliate agencies;

¬ To create a steering committee that cuts across agency lines of local, state and federal government that delivers resources to identified neighborhood community government organizations that desire to address local citizen economic and social grievances;

¬ To establish a public forum and a dual public private policy that includes the operation of seminars and "Issue Klastches" focussed on addressing economic, social and education issues and for the petitioning of public and private resources to be allocated to address those issues;

¬ To establish the management privatization of public education within a public private partnership framework, with parent control and oversight, public independent apprenticeship education programs and college and university partners.

¬ To establish an institutional support to advance the rights of the Indigenous People to self-determination and the on-going maintenance of their culture in our society as dual sovereign citizens..

In the United States the People are the Sovereign!


THE UPSIDE-DOWN PYRAMID


"THE UPSIDE-DOWN PYRAMID" Government Structure created by the American Revolution and codified in the Articles of Confederacy and the United States of America Constitution remove sovereignty in government from the Crown King and grant it to the People!


The taking of sovereignty in government from the King and granting it to the People by the American Revolution is noted in the documents of the churches in the newly created free City State of Philadelphia, Pennsylvania by the striking of references in Prayers to the King being replaced with references to the People! In those same prayers.


In the government order created by the American Revolution the People are on the TOP followed by Local Government and Civic Leaders, followed by State Government Leaders and finally on the bottom of the pyramid Federal Government Leaders.

We visualize these goals and objectives as a part of the Community Rebirth Organization Plan (CROP) Action Team® operational agenda for the establishment of new operational procedures for continued expansion of business and human development opportunities in our communities. As a political action institution, we are supporting the delivery of economic and social justice through a private/ownership enterprise-based "safety net" implementation program. We are planning to further align with local, state and national community economic development enhancement agencies to facilitate the expansion of economic and social justice for all citizens in Philadelphia. This action will augment creating a political institutional guardianship organization network based on the operation of a computer instantaneous communications network with all party activists throughout the Philadelphia area, thus broadening the Republican Party's network base.
 

A Story That Shares Our Philosophy:

Little Damon came into the kitchen where his mother was making dinner. His birthday was coming up and he thought this was a good time to tell his mother what he wanted.

"Mom, I want my bike for my birthday." Little Damon was a bit of a troublemaker. He had gotten into trouble at school and at home. Damon's mother asked him if he thought he deserved to get a bike for his birthday. Little Damon, of course, thought he did. Damon's mother being a woman who believes in the goodness of God, wanted Damon to reflect on his behavior over the last year. " Go to your room, Damon, and think about how you behaved this year. Then write a letter to God and tell him why you deserve a bike for your birthday." Little Damon stomped up the steps to his room and sat down to write God a letter.

Letter 1:

Dear God,

I have been a very good boy this year and I would like a bike for my birthday. I want a red one.

Your friend, Damon.

Damon knew that this wasn't true. He had not been a very good boy this year, so he tore up the letter and started over.

Letter 2:

Dear God,

This is your friend, Damon. I have been a pretty good boy this year and I would like a red bike for my birthday.

Thank you. Your friend, Damon

Damon knew that this wasn't true, either. So, he tore up the letter and started again.

Letter 3:

Dear God,

I have been an "OK!" boy this year. I still would really like a red bike for my birthday.

Damon.

Damon knew he could not send this letter to God either. So, Damon wrote another letter.

Letter 4:

God, I know I haven't been a good boy this year. I am very sorry. I will be a good boy if you send me a red bike for my birthday. Please! Thank you, Damon

Damon knew even this wasn't true, this letter was not going to get him a bike. By now, Damon was very upset. He went downstairs and told his mom that he wanted to go to church. Damon's mother thought her plan had worked as Damon looked very sad. "Just be home in time for dinner". Damon's mother told him. Damon walked down the street to the church on the corner.

Little Damon went into the church and up to the altar. He looked around to see if anyone was there. Damon bent down and picked up a statue of Virgin Mary. He slipped it under his shirt and ran out of the church, down the street, into the house, and up to his room. He shut the door to his room and sat down with a piece of paper and a pen. Damon began to write his letter to God.

The CAFR Past, Present and Future!Relationship of Our Government to its Citizens

Walter Burien on Comprehensive Annual Financial Reports (CAFR) of Government Entity Operations - People have been intentionally kept in the dark so long they forget the basics:

1. A "Budget Report" is a selective funding of x accounts from x resources (set up to be primarily funded with taxation and done so "for the year")

2. An "Annual Financial Report" (AFR) is the showing of "all" income: Investment; taxation; and Enterprise, plus the "accumulated wealth over decades. Budgets are for the year, an AFR is for it all since creation of the entity.

There is a big difference between the two. A correct analogy would be: The budget to operate your house vs. your statement of net worth.

The public has been played with the biggest shell game of selective presentation there is allowing for massive fortunes to be made by the inside players over the last several decades..

Every investment fund large and small is a power base. Where that money is invested determines what company; real-estate venture, etc., is made or broken. Thus in line with that, never a mention of the 184,000 AFRs of the corresponding local governments..nor the many thousands of specialty investment funds they contain. I note gov pension funds facilitate the same. Paying employee benefits from the return on the funds is an after thought for the government players.

Inherent Rights of Mankind - Natural Resources - Section 27.

The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people.”

Public School Money Not Available to Sectarian Schools

Section 27 means that all the citizens of the Commonwealth of Pennsylvania have the right to the Commonwealth’s Physical Environment being preserved as it has been historically. The Commonwealth of Pennsylvania has historically been a temperate climate rainforest paradise where its paradise climate, and environmental conditions provided its people: clean air, pure water, and a bountiful harvest of food crops. The people of Pennsylvania under our constitutions article 27 have the right to have their historically pure water, clean air, and bountiful food crop harvest to not be hindered in any way by government endorsed actions. As the Pennsylvania Constitution gives the people ownership and the government the responsibility as Trustees of the Peoples resources to take management actions that not only preserve Pennsylvania’s historic conditions but to take actions that guarantee the continuation of these conditions to the maximum benefit of the People of Pennsylvania.



Petition-for-Urgent-Relief from the Philadelphia-Governmental-Apparatus operation of our energy and water utilities with excess costs to the Citizens of Philadelphia County and the operation of the School District of Philadelphia as a De Facto School to Prison System. The operation of the above citizen owned institutional assets and other citizen owned institutional assets in the above manner is a violation of Philadelphia Citizens constitutional rights!

Thus the allowing of hydraulic fracturing [FRACKING] for oil and natural gas in Pennsylvania which has contaminated the water table of 8 counties in Western Pennsylvania, turning their paradise counties into industrial wastelands, is a violation of the constitutional rights of the Western Pennsylvanians impacted by the FRACKING man-made environmental disaster.

Further, the People of the City of Philadelphia for whom the Philadelphia-Governmental-Apparatus’s operation of their energy and water utilities with excess costs to the Citizens of Philadelphia County and the operation of the School District of Philadelphia as a De Facto School to Prison System are also having their Pennsylvania CONSTITUTION ARTICLES Section 27 and Article II Section 14. Constitutional Rights violated.

As the story of the conversion of the City of Philadelphia from the production of its own gas energy to the purchase, and thus the surrender of its energy sovereignty to Big Energy, was done by the offering of Big Energy to provide natural gas at a cost less than the cost of the synthetic gas being manufactured by Philadelphia Gas Works [PGW] at that time.

The Philadelphia-Governmental-Apparatus operation of PGW with its focus on the usage of natural gas as opposed to its constitutionally mandated mission of operating as a gas energy supply operation supplying to the Citizens of Philadelphia gas energy at the least cost available in a manner that benefits the Citizens of Philadelphia to the maximum amount feasible has been relegated to not being De Facto Considered. Evidence of State and Local Philadelphia Governments non-conformance to Pennsylvania CONSTITUTION ARTICLES Section 27 and Article II Section 14. Constitutional Mandates is found in the lack of alternative energy to natural gas usage and FRACKING Cost Benefit Analysis being done for the investment of Citizen Monies for FRACKING IFNRASTRUCURE INVESTMENT and continued usage of natural gas by PGW as Philadelphia’s primary gas energy without consideration to cost benefit alternatives comparison.

The combined effects of these operational approaches by the State and Philadelphia-Governmental-Apparatus is to surrender the Energy, Food, Water and Educational Sovereignty of the Citizens of Philadelphia to entities foreign to Philadelphia as a first Class City in the Commonwealth of Pennsylvania is a De Facto Free City State.

The above picture, created in about 1970, says the process begins in 2030 it is actually going-on now in 2012 having been triggered by the world reaching peak fossil fuel production in 2007. The world’s reaching of peak fossil fuel production in 2007 has triggered the destructive processes listed such as peaking on food production, employment, excess deaths and industrial production, DUE TO NO TRANSISTON TO ALTERNATIVE FUELS SUCH AS HYDROGEN BEING PUT IN PLACE ON A LARGE SCALE BASIS !

SITUATION 

Further, the current Government Supported Commercial Credit Structure is NOT functioning to provide adequate access to capital credit for small business through its commercial competitive oriented financial institutions.  A cooperative financial institutional guardian model such as the Individual Development Account Trust Agreement (IDATA™) with its own Community Development Credit Union Branches is needed now to provide streamlined customer friendly access for our neighborhood small businesses to finance their entry into the new green energy economic infrastructure! 

Our national model Empowerment Zone Federal Community Development Credit Union through its small-business-owner-members being the credit union owners provides the vehicle for streamlined customer friendly small business access to capital credit in the new smaller business size cooperative competition computer age economy of our Society! The IDATA™ Institutional-Guardian™ financial support wrap-around process uniquely addresses providing a financial instrument for finance of the small business based support of our citizens in becoming a part of the green energy economy while mitigating the problems of small business access to capital credit and the crowing-out-effect of government finance on capital markets! Further the IDATA™ by being the financial vehicle for addressing the funding needs of our people in prison-to-work, homeless-to-home-to-work, welfare-to-work, military-to-work, and school-to-work type situations acts to mitigate the welfare culture-of-corruption that plagues our disadvantaged communities via the process of ownership-changing-behavior!

LEGAL SUPPORT FOR ACTION TO BE TAKEN

The summary technical information in the PHILADELPHIA HYDROGEN PRODUCTION TECHNOLOGY WHY & HOW executive summary package effectively leaves us with only one remaining question at this time. And that question is given peak oil and natural gas production having been reached the resultant cost consequences required to be legally acted upon is whether or not the restructuring of the Philadelphia Gas Works (PGW) and Water Department (PWD) will result in:

- a rebate check being sent to the taxpaying citizens of Philadelphia; or

- a dividend check being sent to the stockholders of a private majority owned firm?

It is the breakdown of those components making up this "universality of the rules" that I call the Ten Precepts of American Slavery Jurisprudence. . . .[E]ven after the abolition of slavery, some aspects of those precepts, pertaining to the alleged inferiority of blacks and the desire to make blacks powerless, still continue to haunt America in 1996. . . .

Inferiority

Presume, preserve, protect, and defend the ideal of the superiority of whites and the inferiority of blacks.

Property

Define the slave as the master's property, maximize the master's economic interest, disregard the humanity of the slave except when it serves the master's interest, and deny slaves the fruits of their labor.(3)

Powerlessness

Keep blacks--whether slave or free--as powerless as possible so that they will be submissive and dependent in every respect, not only to the master, but to whites in general. Limit blacks' accessibility to the courts and subject blacks to an inferior system of justice with lesser rights and protections and greater punishments than for whites. Utilize violence and the powers of government to assure the submissiveness of blacks.(4)

Racial "Purity"

Always preserve white male sexual dominance. Draw an arbitrary racial line and preserve white racial purity as thus defined. Tolerate sexual relations between white men and black women; punish severely sexual relations between white women and nonwhite men.(5) With respect to children who are products of interracial sexual relations, the freedom or enslavement of the black child is determined by the status of the mother.

Manumission and Free Blacks:

Limit and discourage manumission in order to minimize the number of free blacks in the state. Confine free blacks to a status as close as possible to slavery.(6)

Family

Recognize no rights of the black family; destroy the unity of the black family; deny slaves the right of marriage; demean and degrade black women, black men, black parents, and black children; and then condemn them for their conduct and state of mind.(7)

Education and Culture

Deny blacks any education, deny them knowledge of their culture, and make it a crime to teach those who are slaves how to read or to write.(8)

Religion

Recognize no rights of slaves to define and practice their own religion, to choose their own religious leaders, or to worship with other blacks. Encourage them to adopt the religion of the white master and teach them that God is white and will reward the slave who obeys the commands of his master here on earth. Use religion to justify the slave's status on earth.

Liberty--Resistance

Limit blacks' opportunity to resist, bear arms, rebel, or flee; curtail their freedom of movement, freedom of association, and freedom of expression. Deny blacks the right to vote and to participate in government.(9)

Description of Fallacies

In order to understand what a fallacy is, one must understand what an argument is. Very briefly, an argument consists of one or more premises and one conclusion. A premise is a statement (a sentence that is either true or false) that is offered in support of the claim being made, which is the conclusion (which is also a sentence that is either true or false).

There are two main types of arguments: deductive and inductive. A deductive argument is an argument such that the premises provide (or appear to provide) complete support for the conclusion. An inductive argument is an argument such that the premises provide (or appear to provide) some degree of support (but less than complete support) for the conclusion. If the premises actually provide the required degree of support for the conclusion, then the argument is a good one. A good deductive argument is known as a valid argument and is such that if all its premises are true, then its conclusion must be true. If all the argument is valid and actually has all true premises, then it is known as a sound argument. If it is invalid or has one or more false premises, it will be unsound. A good inductive argument is known as a strong (or "cogent") inductive argument. It is such that if the premises are true, the conclusion is likely to be true.

A fallacy is, very generally, an error in reasoning. This differs from a factual error, which is simply being wrong about the facts. To be more specific, a fallacy is an "argument" in which the premises given for the conclusion do not provide the needed degree of support. A deductive fallacy is a deductive argument that is invalid (it is such that it could have all true premises and still have a false conclusion). An inductive fallacy is less formal than a deductive fallacy. They are simply "arguments" which appear to be inductive arguments, but the premises do not provided enough support for the conclusion. In such cases, even if the premises were true, the conclusion would not be more likely to be true.

Beginning with Aristotle, the first logician to name fallacies, most logicians who have studied fallacies have classified them into types. Aristotle classified his list of fallacies into two types:

• Linguistic: Those which depend on language.

• Non-linguistic: Those which do not depend on language.


Aristotle's Linguistic Fallacies

These are particular ways in which an argument may be fallacious because of an ambiguity in it, usually occurring in two places. Part of the argument is good only if the ambiguous construction is read in one way, and another part is good only if it is read in another way; but if the parts are not read uniformly there is no valid reasoning possible. Aristotle discussed six kinds of linguistic ambiguity (treating Composition and Division as two):

Equivocation: ambiguity of an individual word.

• Every dog can bark.

• A dog is in the sky ('dog' means the "dog star")

Amphiboly: ambiguity due to grammatical construction.

• There must be sight of what one sees

• One sees the pillar

• So the pillar has sight

Composition and Division: this is like grammatical ambiguity, but not recognized by traditional grammar.

(It is frequently not clear whether this is one fallacy or two. If it is two, it may be unclear whether to call an instance of it a fallacy of composition or a fallacy of division.)

• A normal person always has the capacity to walk

• So even while sitting, a person can walk

• So a person can walk while sitting (ambiguous)

• So a person can walk and sit simultaneously.

The combined reading is the one in the conclusion in which 'can' applies to the whole combination "walk while sitting"; the divided reading is the one in which 'can' applies only to 'walk', which is divided off from the rest. Such readings occur with all modal ('necessarily', 'possibly'; see modal logic) and epistemic ('believe', 'know') and deontic ('ought'; see deontic logic) words. Nowadays philosophers call the ambiguity one of "scope"; in the combined reading the whole rest of the sentence is inside the scope of 'can' (this is also called the de dicto reading, since 'can' applies to the whole of what is said C of the dictum); in the divided reading only 'walk' is inside the scope of 'can' (this is also called the de re reading, since 'can' attributes a capacity to an individual C to a res). (See de dicto and de re.) A wide variety of constructions can have ambiguities like this, and these ambiguities are relevant to many philosophical arguments.

Accent: ambiguity due to a word changing meaning because of a change in accent marks (which may not be perceptible when spoken). This can occur in Greek, but not in Latin or English, which do not have accent marks.

Figure of Speech: ambiguities due to the fact that different words in Greek (and in Latin) may have different cases or genders even though the case endings or gender endings are the same. Since this is not widespread in other languages, or since it coincides with other fallacies (e.g. equivocation), writers tend to interpret it very broadly.

In twentieth century philosophy an argument that commits any of these linguistic fallacies is called an "equivocation", extending Aristotle's usage of this term to the whole lot.

Aristotle's Non-Linguistic Fallacies

There are seven of these. In theory they are supposed to be independent of language, but in many cases one of these fallacies (especially an instance of Accident, In a Certain Respect, or Many Questions as One) is expressed in an ambiguous form, and it can then be classified also as a linguistic fallacy.

Accident: a wide variety of examples, all involving attributing an accident to a subject because it can be attributed to a predicate of the subject. (Here 'accident' is used in Aristotle's technical sense. Supposedly the fallacy is limited to cases in which the inference would be good if the attribution were essential, as opposed to accidental.) Examples of this fallacy are virtually always instances of others as well. Aristotle's example:

• Coriscus is different from a man

• Corsicus is a man

• So Corsicus is different from himself.

In a Certain Respect and Simply (secundum quid et simpliciter): ignoring the fact that an attribution of a predicate is made only in a certain respect.

• An Ethiopian is white as to the teeth

• So an Ethiopian is white.

Ignorance of Refutation (ignoratio elenchi): thinking the point at issue has been proved, when what has actually been proved is something else. (This is an extremely important fallacy, since it is often committed accidentally, and often fools people.)

Begging the Question: using the intended conclusion as a premise. Not to be confused with the use of "beg the question" in twentieth century philosophy, which means to use as a premise any point that is at issue, not just the intended conclusion. Also not to be confused with current popular usage, in which "beg the question" means almost any fallacy whatever. Nowadays often used interchangeably with "circular reasoning".

Affirming the Consequent: an argument with this form: "If A then B", and "B"; therefore "A". An important fallacy because it so closely resembles a "good" application of the scientific method: "the hypothesis predicted such and such a result" (if H then R); "the result occurred" (R), so "the hypothesis is confirmed" (H).

Non-cause as Cause (or questionable cause): trying to refute a view by conjoining something absurd to it, then deriving an obvious absurdity from the combination, and then falsely portraying the view under attack as the "cause" of the absurdity. Important because it is so commonly committed accidentally.

Many Questions as One: either a question that is unclear and can be interpreted in different ways, or a question that poses alternatives that do not include all the options. Aristotle's example: "Is the earth sky, or sea?" Twentieth century trite example: "Have you stopped beating your wife?"

In practice, there is often a great deal of leeway in deciding which, if any, of these fallacies are committed in a given text. So authors interpret the fallacies differently, and the many centuries of literature on fallacies is a bit of a hodgepodge. Today logic texts usually discuss two classes of fallacies: one class stems (sometimes by misinterpretation) from those invented by Aristotle, given above; the other class was started by John Locke, who never actually called them fallacies; these include: Argumentum ad verecundiam (argument from authority), Argumentum ad ignoratiam (argument from ignorance; "nobody has disproved it, so it's true"), Argumentum ad hominem (argument against the person**), and Argumentum ad judicium (argument from the foundations of knowledge or probability). This tradition took off, and now people include as fallacies appeal to emotion, argument from (threat of) force, appeal to belief, and others.

8. The Entrapment of Minors

Unfortunately, there are law enforcers around the country who choose to prey on vulnerable minors to get their arrest numbers up so that their departments can earn coveted federal grant dollars. In the case of Jesse Snodgrass (an autistic teen also diagnosed with bipolar disorder and Tourette’s Syndrome who struggles socially), a police officer posed as a high school student, pretended to be Jesse’s friend, and harassed him until he sold him marijuana. 9. SWAT Raids Kill People and Family Pets
